National Census Date to be Fixed by Federal Government, NPC Ensures Resource Safeguarding
Introduction: The National Population Commission (NPC) has revealed that the date for the National Census has yet to be determined and will be set by the Federal Government.
NPC emphasizes the importance of safeguarding resources ahead of the 2023 Population and Housing Census in Nigeria. The commission aims to avoid restarting preparations when a new date is fixed, thereby ensuring cost savings.
NPC’s Preparatory Activities and Foundation:
NPC’s Federal Commissioner in Ebonyi, Mr. Darlington Okereke, addressed media executives at a breakfast meeting, highlighting the commission’s progress in the census preparations.
Various activities, including the Enumeration Area Demarcation (EAD), pre-tests, trial census, recruitment and training of field staff, procurement of Personal Digital Assistants (PDAs), establishment of ICT infrastructure, and logistics support, have been successfully carried out.
Okereke emphasizes that sustaining and reinforcing the relevance of these activities is crucial for the successful conduct of the census and to avoid starting from scratch. The NPC has laid a solid foundation for future censuses.
Postponement and Digital, Green Census:
The NPC had initially scheduled the Digital and Green 2023 Population and Housing Census from March 29th to April 2nd, 2023. However, it was officially postponed by the government to May 3rd to 7th, 2023.
The postponement came after consultations with high-level partners, including the United Nations Population Fund (UNFPA) and the private sector.
The commission faced significant challenges in securing funding for the first-ever digital census in Nigeria, which would compromise its successful implementation
Collaboration with NIPOST for Postcode System:
In collaboration with the Nigerian Postal Service (NIPOST), the NPC is training functionaries for the ground-truthing of the Postcode Area (PCA) Delineation Model. The commission aims to establish a standard and digital postcode system that will contribute to Nigeria’s economic, political, social, and physical development.
The extended postcode framework, derived from the 2013 National Addressing Policy, aims to enhance the granularity of the postcode. The training session will validate the Model in a micro-test, covering the Bwari Area Council in the Federal Capital Territory, Abuja, before the entire country is delineated into Postcode Areas.

The Federal Government will determine the new date for the National Census, according to the NPC. The commission has made significant progress in its preparatory activities, ensuring the efficient utilization of resources and laying a strong foundation for future censuses.
